Is summed up in this article.

The common saying,  "The U.S. is not at war, the Marines/Soldiers are at war.  The rest of the U.S. is waiting in line at the drive-thru" could be applied to much of the DoD bureacracy.

But there is also a potential double-standard to each story about the slow bureacracy.

A company could come up with a great tool to use in Iraq and if the DoD gave them carte blanche, "just send us the bill" then the company may wind up as another syllable in the Chimpy McHitlerburton_________ name of the week.

The headline is about cost overruns, lack of oversight in contracting, etc.

But if the DoD goes through the usual peace-time bureacratic BS then they are feckless and out-of-touch.

The media gets a story either way.

The public is smart enough to realize the catch-22 the media plays every day.

Which may explain media's current approval ratings.

Each digital tape capturing the heroic efforts of Soldiers and Marines costs $7.  JD uses almost 100 tapes on each trip.  One DVD buys one tape that will permanently capture what the media refuses to cover.

As you know JD spends his time in Iraq with the Soldiers and Marines doing the work Outside The Wire. That means hundred and thousands of dollars of equipment and gear gets damaged.  Three dollars buys a new protective lens cover.  Fifty dollars buys a pair of ballistic glasses.  Just to get there, the airfare costs $1,500.

It all helps and it is all needed to tell the story that is not being told.
