Zawahiri for his part leads off by declaring that al Qaida does not and has not killed any innocent Muslims and blames the U.S. for using Muslims as human shields.

He is essentially saying that every suicide bomber and car bomb detonated in Iraq was targetted at coalition forces or traitorous Muslims.  As laughable as his explanation is--it is his only option.

That he leads off with this answer and comes back to again shows this is the question being asked most frequently.

While reading Zawhiri's rationalizations I was reminded of what I heard over and over again while filming Iraqi Tribesmen who joined the Anbar Awakening .

All al Qaida offers is death and violence.

Al Qaida plays a high-risk strategy with suicide bombings.  The scenes of violence erode support for continuing the mission to victory in the U.S., while simlutaneously eroding support in the Muslim community.

If the U.S. withdraws in a way that al Qaida can claim victory, they will win back the base.  If the U.S. continues the pains-taking path to victory through effective counter insurgency tactics, they lose their base completely.
